I want to give my dad a kitten for christmas but im not sure if I'll be able to find one to give him.

Yes, they can and will. Lots of litters are born during the winter. The reason they are more prevelant in the summer and spring is because cats that are allowed to go outside, usually prefere the warmth of a house in the colder months and tend to stay in more. But come spring, it's a different story. Check with your local shelters or if you have a specific breed in mind, check a few of them out on line. Lots of breeders have winter litters, especially for christmas time. Thats a big money time for them.
Yes they do give birth during the winter. I had a cat that gave birth during winter. Snow on the ground and all.
Kittens are not usually born in the winter months and the kitten season will start in the spring and many, many kittens will be available then and throughout the summer.
Here in San Francisco the SPCA does have kittens and puppies for adoption at Christmastime and they are on display in Macy's store windows.
